This seems like a very good idea. Thanks about it.
Lets discuss it to choose the best window size and points about it.
I would suggest something like the table below. Again based on your example where the pit stop was made at lap 14th.

Lap	Points
11	1
12	2
13	3
14	5
15	3
16	2
17	1

That way if you guess the exact lap you can get at least 2 points more than closest predictions.
