I can't agree with Agros more. With no earnings, you get a great team to start, then you sell off just to keep playing. At the end, we'll all have Manor chassis and drivers.
It is no way to run a season-long game. My team will run out of money with eight races left to go right now. I guess I should change my team name to Caterham.
If the game organizers are so worried about having all Mercedes teams, then make it to where you can only own one "team" item (driver/chassis/engine) on your team at a time. You take the engine, you can't have the drivers or the chassis. Keep the salary cap and it'll force most, if not all, teams to pick a mid-level and lower item. Then, once the season starts, lock the team. Earn money through the season. You still have to log in to pay your entry fee.
There are other ways to run this game. The entry fee and no earnings isn't the way to do it.
